Eberstadt foresees the AIDS epidemic moving out of Africa -- where it has had little global impact, because of Africa's position on the "fringe" of global affairs -- and into Eurasia, where it will especially impact Russia, India, and China, countries which are decidely not on the fringe of global affairs.
